PROBLEM TO BE SOLVED: To provide a smooth call origination/termination service by facilitating cut-back to a database before shift even when there is a trouble in accessing to a new database after shift of the database.;SOLUTION: When access to subscriber information subjected to shift is requested while shifting (copying) the subscriber information from a subscriber information management system 140b to a subscriber information management device 150, the access request is distributed while referring to a shift information management table in which a subscriber identifier corresponding to the subscriber information subjected to shift, a state of data shift to the subscriber information management device 150, and access destination information (a distribution destination of the access request) for the subscriber information are made correspondent. In accordance with the state of shift of the subscriber information to the subscriber information management device 150, the data shift state and the access destination information are rewritten in the shift information management table.
