PROBLEM TO BE SOLVED: To provide a wildlife identification device, a wildlife identification method, and a program which can identify the wildlife in a state of flapping among the wildlife existing in a specific space area.;SOLUTION: There is provided a wildlife identification device including: an interframe difference processing part for acquiring an interframe difference image by performing difference processing, respectively for n images P_t acquired by imaging a specific space area, between one image P_t and at least one image P_t-r among the images P_t-r imaged prior to the image P_t; a first divided area acquisition part for dividing the interframe difference image into m areas and for acquiring m areas R_s; and flapping wildlife identification part for determining whether or not the area R_s is a first wildlife existing area in which one flapping wildlife exists on the basis of the size of the pixel number obtained by dividing the area R_s into a body area assumed to be a body of the wildlife and a wing area assumed to be a wing part of the wildlife and performing the difference processing for the body area and the wing area, respectively.
