PROBLEM TO BE SOLVED: To provide a Ti-based cermet having excellent hardness and toughness, and Ti-base cermet-made cutting tool and the like using the same as a base and excellent in chipping resistance, deposition resistance and wearing resistance.;SOLUTION: There is provided the Ti-based cermet in which: (a) a hard phase component is composed of 6 to 15 mass% of one or more kind of group Va element in the periodic table ( a Nb element is at least 6 mass% or more), 15 to 30 mass% of one or more kind of group VIa element in the periodic table and the balance Ti, carbon and nitrogen; (b) a binding phase component is composed of 5 to 20 mass% of one or more kind of Co and Ni; and an average concentration of the binding phase component in a region at a depth up to 2 μm from a surface of the Ti-based cermet is 0.4 times or less the average concentration of the binding phase component in the inside, and the average concentration of the binding phase component in the region at a depth up to 5 μm to 10 μm from the surface of the cermet is 1.5 times or more the average concentration of the binding phase component in the inside.
