PROBLEM TO BE SOLVED: To provide a partial discharge measuring device which can be mounted to a tank and is capable of suppressing external noise and detecting an electromagnetic wave with partial discharge with high sensitivity, a stationary induction apparatus with the same and a partial discharge measuring method.SOLUTION: A partial discharge measuring device comprises: a flange which can be mounted to an opening provided on a top face of a stationary induction apparatus tank in which an insulation medium is encapsulated; a cylindrical protective tube provided on one surface of the flange and formed from an insulation material; a temperature-sensitive part accommodated within the protective tube for detecting a temperature of the insulation medium; a conductive member accommodated within the protective tube and electrically insulated from the temperature-sensitive part for detecting an electromagnetic wave caused by partial discharge; a temperature signal output terminal provided in the flange and outputting a temperature signal corresponding to the temperature detected by the temperature-sensitive part; and an electromagnetic wave signal output terminal provided in the flange and outputting an electromagnetic wave signal of the electromagnetic wave detected by the conductive member.
