PROBLEM TO BE SOLVED: To provide a production plan creation support device, production plan creation support system, control method, and program capable of creating a production plan in accordance with a manufacturing method varying depending on various constraint conditions.SOLUTION: When an object time, object item, and object process facility as creating objects of a production plan are input, a combination table is acquired from a combination list table using the input values (step S101), then the combination table is narrowed to a combination table appropriate for the environment (step S102), the table is further narrowed to a combination table considering the configuration of the items (steps S103 and S104), and thus a used combination table is selected (steps S105 and S106).
