PROBLEM TO BE SOLVED: To provide a technology capable of easily and surely conditioning bases of a bolt periphery and a narrow part of an upper part of a power transmission steel tower, while preventing scattering of chips.SOLUTION: A periphery of an upper steel tower part 30 of a power transmission steel tower 10 is covered with a scattering prevention sheet 100 and a protective net 200. The scattering prevention sheet 100 is constituted of a paint absorption sheet 113 having paint absorptivity and mesh sheets 111 and 112 superposed on both surfaces of the paint absorption sheet 113. Mesh opening of the protective net 200 is set in a value capable of preventing the scattering prevention sheet 100 from contacting with a strung wire 40 by wind. The base of the power transmission steel tower is conditioned by using an air blast tool 410 in this state. The air blast tool 410 ejects a grinding, polishing and cleaning material by compressed air supplied from a compressor 600. The chips generated when conditioning the base, are prevented from scattering by the scattering prevention sheet 100, and are collected by a dust collector 700.
