PROBLEM TO BE SOLVED: To provide a heavy-duty corrosion protection coating structure and a method for a metallic material capable, in a case where an epoxy resin-based coating material, which is an organic coating material, is used as a topcoating layer, for example, of realizing a favorable adhesiveness with a silicone resin-based coating material used as an undercoating layer.SOLUTION: The heavy-duty corrosion protection coating structure 10 of the present invention consists of an undercoating layer 12 consisting of an inorganic coating material formed on the surface of a metallic substrate (general structural material) 11 and a topcoating layer 13 consisting of an organic coating material formed on the surface of the undercoating layer 12, whereas not only does the undercoating layer 12 include a metal powder (e.g., aluminum, zinc, etc.) 14 but heights (h) of peak portions 16 of fine unevenness formed on the surface of the undercoating layer 12 by the metal powder 14 are 1-51 μm, whereas distances (d) between vertices of mutually adjacent peak portions 16 and 16 are 1-27 μm.
