PROBLEM TO BE SOLVED: To provide a novel energy conversion technology utilizing buoyancy with which a buoyancy prime mover can be installed and utilized more economically by making the device small-sized and lightweight and remarkably improving energy conversion efficiency.;SOLUTION: A buoyancy prime mover 1 comprises a rotary vane 10 with which a plurality of floating wings 2, 2, ... are disposed around a horizontal main axial center C in a balanced manner and tubular sliding holes 3, 3, ... are opened between the floating wings 2, 2, ..., respectively, weight pieces 4, 4, ... are mounted into the respective tubular sliding holes 3, 3, ... and with respect to a housing 5 in which the vicinity of the horizontal main axial center C of the rotary vane 10 is defined as a longitudinal boundary B, a front-side substantially radial range is defined as a floating area F, and a rear-side substantially radial range is defined as a decompression area DC, the horizontal main axial center C of the rotary vane 10 is pivoted in such an attitude that the rear-side substantially radial range of the rotary vane 10 is disposed in the decompression area DC.
