PROBLEM TO BE SOLVED: To stably issue a single sheet on which information is recorded.SOLUTION: A single-sheet issuance device 20 cutting long recording paper 11 on which information is recorded and issuing the cut paper sheets as single sheets includes: paper transport means 32 for transporting the recording paper 11 along a paper transport path 33; printing means 35 for printing information on the recording paper 11 transported by the paper transport means 32; paper cutting means 40 for cutting the recording paper 11 on which the information is recorded to sheets at a predetermined length as the single sheets; recording-paper-attitude detection means 50 for detecting a change in an attitude of the recording paper 11 waiting at a paper outlet 28; and control means for integrally controlling the respective means. The recording-paper-attitude detection means 50 detects the change in the attitude of the recording paper 11, and the control means controls the cutting means 40 to operate to create the single sheets on the basis of a detection result of the recording-paper-attitude detection means 50.
