PROBLEM TO BE SOLVED: To provide a method of establishing communication between an initiator and a target equipped with a near-field communication device in a halt state.SOLUTION: Each notebook PC 17a-17e is equipped with a short-range near-field communication device and is constantly connected with others through a communication device other than the short-range near field communication device via a network 11. Any one of the notebook PCs can be an initiator and the rest can become targets. Power supply of a target notebook PC is on but a near-field communication device is in a halt state. An initiator sends a request for switching a target to an operational state via the network. The target which receives the request switches the near-field communication device thereof to the operational state and communicates with a near-field communication device of the initiator.
