PROBLEM TO BE SOLVED: To set up an information system for increasing or decreasing a given amount of eco-point in association with a local power demand load for each time zone so as to be distributed to the entire area as needed by simultaneous broadcasting.;SOLUTION: Particularly, if a water purification plant has a vast land, not only the installation of a photovoltaic power generation system can eliminate a power demand by that much, but also the number of water pumps can be controlled by soliciting a water-saving campaign by sending cellular phone mail concurrently to customers of water feeding destinations. This can be said as an energy saving countermeasure excellent in cost-effectiveness. Further, if the demand (the maximum power demand) information from not only public facilities such as the water purification plant and the sewage treatment plant and the like, but also from the extra-high-voltage power transformer station of the power company unifying commercial facilities, schools, plants, and the like is concurrently distributed to the residents and the eco-points are given based on each time-zone, an energy saving effect of approximately 30% can be generated.
