PROBLEM TO BE SOLVED: To implement at low cost a quality management method that can monitor an arbitrary section by an arbitrary quality determination mode in a large scale frequency synchronization network employing a master-slave mode.;SOLUTION: A clock quality management system of the invention comprises a plurality of nodes 10 and a communication network management device 20. The plurality of nodes 10 comprise an insertion point S, a receiving point R, an extracting point E, a turn-around point L, a relaying point F, a transmitting point T, and a control function unit 17 for controlling operation of these functional units.
