PROBLEM TO BE SOLVED: To provide an emergency information distribution system which can distribute optimum information to each portable telephone terminal, without requiring advance preparation, e.g., setting of the portable telephone terminal, in a time of disaster.;SOLUTION: Upon occurrence of fire, a fire alarm device 10 transmits a fire notification including, at least, the situation of disaster and the information of a disaster occurrence point, to an emergency information server 20 via a base station 30. A disaster information reception unit 210 of the emergency information server 20 transmits the fire notification received from the fire alarm device 10 to an emergency information generation unit 230. The emergency information generation unit 230 analyzes the fire notification, generates emergency information and distribution range information on the basis of the situation of disaster and the information of a disaster occurrence point, and transmits the information to an information distribution unit 220. The information distribution unit 220 transmits the emergency information to a base station, (e.g., a base station 31) in a distribution range determined by the distribution range information thus received.
