PROBLEM TO BE SOLVED: To accurately control the inlet temperature of a desulfurizing reaction vessel and the outlet temperature of a synthetic gas condenser on the upstream side of an autothermal reformer (ATR).SOLUTION: The method prescribed by the present invention is a method for manufacturing high-purity hydrogen from raw ingredients for supplying sulfur product-containing hydrocarbons or ethanol based on the autothermal steam reformation of the latter and uses an exchanger on the upstream side of a pressure swing adsorption (PSA) purification device; this exchanger enables a complete condensation of water included within a synthetic gas originating from an autothermal reformer (ATR); the exchanger comprises the following two portions: a first portion for cooling the synthetic gas by using, as a cooling fluid, the supplied raw ingredient used for desulfurization and a second portion for continuing the cooling of the synthetic gas till the condensation of the entire water included within the synthetic gas.
