PROBLEM TO BE SOLVED: To provide a device of seismic isolation and vibration control for a structure and a method of seismic isolation and vibration control for a structure, which reduce the loads on upper structure and lower structure caused by the action of inertia force during a large earthquake by controlling the displacements and speeds of the lower and upper structures caused by the inertia force acting on the structure during the earthquake.;SOLUTION: A seismic isolation and vibration control device for a structure comprises: an elastic body 6 fixed to one of upper and lower structures; an inner input and output engagement part 10a; a plurality of support shafts 8 fixed to the outside of an inner input and output engagement member 10; inertia force transmission means 9 consisting of link members each of which is rotatably supported by the support shaft 8 and has, at one end, an inner input and output fulcrum 9a movably engaged with the inner input and output engagement part 10a and, at the other end, an outer input and output fulcrum 9b; and outer input and output engagement parts 11a fixed to the other of the upper and lower structures, with which the outer input and output fulcrums movably engage.
