PROBLEM TO BE SOLVED: To set the reliable section width of population means to a fixed width or less in all regions obtained by dividing a time space, and to keep small the size of each region within a range where the reliable section width of the population means is set to a fixed width or less even when the accuracy (population variance) or sample size of an existing sensor is different in accordance with a time or location in a user participation type sensing environment.;SOLUTION: A region integration/section estimation section C4 of a reliable section estimation device C estimates the reliable section of population means about data in the regions of a certain time space. Then, when the width of the reliable section of the population means is wider than the width of a predetermined reliable section, data in the regions of an adjacent time space are integrated with the data in the regions of the pertinent certain time space, and the reliable section of the population means is re-estimated.
