PROBLEM TO BE SOLVED: To prevent unintentional authentication and log-in by simple structure.SOLUTION: A user permission/inhibition control device comprises: detection means which detects a user device in a predetermined space area from a predetermined device; authentication processing means which acquires authentication information of the user from the detected user device, and performs authentication of the user on the basis of the acquired authentication information of the user; access management means which, when the authentication of the user is successful, transmits an inquiry to the user device to confirm whether the user wants to log in to the predetermined device; and log-in management means which permits the user of the device who has replied positively to the inquiry, to use the predetermined device.
