PROBLEM TO BE SOLVED: To provide a P2P terminal detecting device, a P2P terminal detection method and a P2P terminal detection system capable of controlling a P2P terminal that originally needs traffic control by detecting the P2P terminal without applying a load to a network.;SOLUTION: The P2P terminal detecting device includes: a receiving unit for receiving packets that a terminal transmits and receives through a network; a packet determining unit for determining whether a packet received by the receiving unit is the first packet to be transmitted or received after establishing connection; a random determining unit for determining the existence/absence of the randomness of an initial packet when the packet determining unit determines to be an initial packet, and detecting that the terminal is a P2P terminal when determining that there is the randomness in the initial packet; and a control unit for controlling traffic of the detected P2P terminal when the random determination unit detects that the terminal is a P2P terminal.;COPYRIGHT: (C)2012,JPO&INPIT
