PROBLEM TO BE SOLVED: To provide a travel route between start and end points specifying device and a travel route between start and end points specifying method which are capable of specifying a travel route of a vehicle between a start and an end points by diving the travel route more precisely as compared with a conventional device.;SOLUTION: A travel route specifying unit 12 allocates uplink information to respective vehicles to specify a travel route including a start and end points for each vehicle. A start and end points judging unit 13 judges a presence of candidate start and end points for the specified travel route based on whether or not the candidates meet a prescribed first criterion. When the first criterion is met, a start and end points deciding unit 14 decides the start and end points based on whether or not the candidates meet a prescribed second criterion.
