PPROBLEM TO BE SOLVED: To provide a curing agent for a two-pack type polyurethane resin coating material, which is excellent in solubility to low-polarity organic solvents and with which a coating film having excellent solvent resistance and tensile breaking elongation is obtained, to provide a method for producing the same, and to provide a two-pack type polyurethane resin coating material. PSOLUTION: The curing agent contains, as a main component, a modified polyisocyanate obtained by modifying a polyisocyanate with a modification agent having a hydroxy group and a functional group having catalytic activity in the reaction with a main agent having an active hydrogen and a polyether polyol. The modification agent is a hydroxy group-containing amine compound or a hydroxy group-containing acid compound. The polyisocyanate is obtained by reacting an isocyanate and a 3-20C monoalcohol, and preferably contains at least an allophanate group, and more preferably has a molar ratio of allophanate group to isocyanurate group of 100/0 to 30/70.
