PPROBLEM TO BE SOLVED: To implement appropriate control of demand and supply of heat in consideration of thermal energy loss due to a heat demand and supply path among facilities, and to control demand and supply of heat for coping online with a change in the operating situation of the facilities. PSOLUTION: In a distributed power system, which can supply a thermal load TL1 with heat from a generator G1, which can generate power and heat and a boiler facility B1, an agent mounted on the thermal load TL1 acquires information regarding a heat pipe P1, connecting facilities and capable of demanding and supplying thermal energy and information regarding the operating situation of the facilities; seeks an energy value serving as an index for determining whether there is a value of demanding or supplying electric heat among the facilities, including thermal energy loss in heat demanding and supplying path among individual facilities and a change in the operating situation of the facilities; and then decides a facility demanding and supplying electric heat and its output, based on the energy value.
