PROBLEM TO BE SOLVED: To provide a method, a device and a program for setting fertilizer application amount capable of setting a fertilizer application amount to achieve excellent eating quality as well as a high yield in cereal grain cultivation.SOLUTION: A fertilizer application amount setting device 5 comprises a fertilizer application amount setting section 50 which sets a fertilizer application amount related to a yield as well as eating quality of cereal grain on the basis of a target yield with respect to the yield of the cereal grain as well as a target eating quality value with respect to the eating quality of the cereal grain. The fertilizer application amount setting section 50 has: a yield difference calculation section 51 which calculates a yield difference between the target yield and an actual yield of the cereal grain; and an eating quality difference calculation section 52 which calculates an eating quality difference between the target eating quality value and an actual value of the eating quality. The fertilizer application amount is set on the basis of the calculated yield difference and the eating quality difference.
