PROBLEM TO BE SOLVED: To provide a wastewater neutralization buffer treatment agent, wastewater neutralization buffer treatment agent additive water and wastewater treatment method, adjusting pH of strong alkaline discharged water discharged by sprinkling for diffusion prevention of crushed pieces or dust which are generated when breaking concrete structures and processing a concrete waste material to a regenerated crushed stone, and recovering/regenerating it to a pH of discharged soil or a public water with the lapse of time.;SOLUTION: A wastewater neutralization buffer treatment agent containing citric acid, malic acid, trisodium citrate, gluconodeltalactone, phytic acid and deionized water and of which pH is adjusted to 4.6 to 5.8 are added to water with 0.6 to 1.0% (V/V) and the additive water is sprinkled on its objective crushed pieces or dust of concrete with double or more the amount their volume.
