PROBLEM TO BE SOLVED: To secure reliability in a balance of an electronic money upon returning a money card lent to a user from an administration department.;SOLUTION: A money card lending system is configured to have: a card information management server that registers and manages information on a card money including state information showing a lock state or a release state in a data base as registration card information; and a user operation terminal that is operated by a user. The user operation terminal includes: card handling means that communicates with the money card; and balance certificate issue means that issues a balance certificate in which balance information showing a balance of the electronic money stored in the card is described.
