PROBLEM TO BE SOLVED: To provide: an elevator control device that can ensure the convenience of users and improve the energy conservation characteristic; an elevator system using the elevator control device; and an elevator control method.;SOLUTION: According to an embodiment, an elevator control device includes an attendance determination unit, an electric-power control unit, and an electric-power supply unit. The attendance determination unit determines whether a number of visitors detected by entering a predetermined area from the outside during a predetermined time period exceeds a predetermined threshold value. The electric-power control unit outputs an instruction to stop electric-power supply if it is determined that the number of visitors does not exceed the threshold value. The electric-power supply unit supplies an elevator in the predetermined area with electric power in a normal state, and stops supplying the elevator with electric power if the electric-power control unit outputs the instruction to stop electric-power supply.;COPYRIGHT: (C)2014,JPO&INPIT
