PROBLEM TO BE SOLVED: To enable parallel processing and also reduce generated amount of code in context adaptation entropy encode/decode processing.;SOLUTION: A probability distribution initialization processing unit 212, when encoding of one of divided areas of a frame to be encoded begins, selects an initial probability distribution, or an initial value of probability distribution, based on a prescribed selection method from among probability distributions generated in an already encoded frame and stored in a reference probability distribution storage unit 216 and then sets it in a probability distribution storage unit 213. An entropy encode processing unit 214 encodes a symbol to be encoded by using the probability distribution set in the probability distribution storage unit 213, and a probability distribution update processing unit 215 updates the probability distribution based on information on symbols in the periphery of the symbol to be encoded.;COPYRIGHT: (C)2012,JPO&INPIT
