PROBLEM TO BE SOLVED: To provide a manufacturing apparatus or the like that continuously, more stably and in a large amount manufacture the crystalline resin melt in a uniform supercooled state suitable to manufacture a crystalline resin film or the like superior in various properties of the mechanical property, etc.SOLUTION: A manufacturing apparatus 1 includes: an extruder 10 to extrude a crystalline resin me a cooler 40 and a temperature control apparatus 35 that make the extruded crystalline resin melt a supercooled state of a crystallization temperature or more and less than a melting point; and a slit die 30 to discharge the crystalline resin melt of the supercooled state. The cooler 40 includes: a passage pipe 41 that is a channel of the crystalline resin; and a cooling tube 42 that is the channel of the refrigerant that cools the crystalline resin, and cools the crystalline resin so that the temperature of the discharged crystalline resin of the crystalline resin discharged from the slit die 30 is lower than the melting point of the crystalline resin by 2-25°C and to store the temperature distribution in a vertical section to the discharge direction fit within the range of 4°C at the maximum.
