PROBLEM TO BE SOLVED: To remedy and recover a trouble flow while continuing stabilized flow distribution even when the querier fails in a configuration where a plurality of multicast distribution routers are connected with a shared segment.;SOLUTION: After detecting the distribution router 4 of other device as a failed router, each distribution router 4 connected with a shared segment 5 searches a normal control table 433a and a trouble control table 433b, respectively, by using the specific information of a flow as a search key thus acquiring the router responsible for distribution and a distribution proxy router of a searched flow, respectively.
