PROBLEM TO BE SOLVED: To provide a method of manufacturing modified soil by predicting the strength of the modified soil appearing when a loading unit of a steel slag material is switched when manufacturing the modified soil by sing the steel slag material, and to provide a method of restoring a water area environment by utilizing it.;SOLUTION: When the loading unit of the steel slag material is switched in the middle of obtaining the modified soil by mixing in mud, with an uniaxial compressive strength Q1 of the modified soil obtained by the steel slag material of a loading unit L1 before being switched and a particle total surface area S1 of steel slag particles contained in the steel slag material as references, an uniaxial compressive strength Q2 of the obtained modified soil is predicted by using a partial total surface area S2 of the steel slag material of a loading unit L2 after being switched.
