PROBLEM TO BE SOLVED: To provide a programmable controller capable of reliably executing backup processing by devising the backup processing; a data backup method thereof; and a method of starting the programmable controller.;SOLUTION: A programmable controller 120 includes: a storage unit to be backed up 182; a backup storage unit 184; a central processing unit 170 and access element 178 that are capable of accessing the storage unit to be backed up and the backup storage unit; and an error detection unit WDT that detects an operation abnormality of the central processing unit.
