Subsequently, the program guide table creation unit 183, for broadcast programs whose result of the first determination is positive, performs second determination of whether a subtitle in the first program guide information and a subtitle in the second program guide information are the same, third determination of whether detailed content in the first program guide information and detailed content in the second program guide information are the same, and fourth determination of whether a broadcast time zone in the first program guide information and a broadcast time zone in the second program guide information are the same. Then, the program guide table creation unit 183 creates a program guide table that is to be used in a second region and in which the first program guide information is considered based on the first to fourth determination results.
