PROBLEM TO BE SOLVED: To provide an underwater drilling unit and an underwater drilling method capable of safely and surely drilling water bottom ground in a wide range even when the ground to be drilled is deep in water and the ground is solid.;SOLUTION: A barge 3 is positioned using a GPS 15, and the position of the barge 3 is fixed by connecting a mooring cable 27 to a fixing anchor 37. Then, the water bottom 25 is drilled by a shovel 9 while recognizing a drilled depth and the rugged state of the water bottom 25 from the posture of the shovel 9 measured using a sensor 19.
