PROBLEM TO BE SOLVED: To reduce a processing amount related to decoding of encoded moving image data.;SOLUTION: This invention relates to a moving image distribution system having a moving image distributing apparatus in which a moving image encoding apparatus is mounted, and a moving image receiving apparatus in which a moving image decoding apparatus is mounted. The moving image encoding apparatus has: a unit for encoding a key frame of a moving image; a unit for producing a predictive image of a non-key frame; a means for determining the amount of error-correction codes corresponding to easiness in error of the predictive image for a source image; a unit for generating and holding data of error-correction codes corresponding to the determined amount of error-correction codes; a unit for holding data related to the source image; and a unit for selecting either of data related to the error-correction codes or the source image and generating the selected data as encoded data of the non-key frame according to the amount of the determined error-correction codes.
