PPROBLEM TO BE SOLVED: To provide a countermeasure system for content illegal distribution, facilitating countermeasures to the illegal outflow of content such as the illegal carrying of a newly-made moving image having a copyright on a content sharing site or the like by suppressing the outflow of the content. PSOLUTION: The countermeasure system for content illegal distribution is provided with: a monitoring request accepting means for accepting a request from a customer about content to be monitored; a content monitoring means for monitoring carrying of the content including content modified as illegal content in the content sharing site of the Internet on the basis of the keyword; and a carrying situation notification means for, when at least the carrying of the illegal content is detected by the content monitoring means, notifying the customer of the carrying situations.
