PROBLEM TO BE SOLVED: To enhance the plastic deformation capacity of a shear deformation type elasto-plastic damper by making the initial rigidity thereof upon starting the shear deformation, the shear deformation type elasto-plastic damper being installed astride structural members which can deform relatively to each other when bearing horizontal forces caused by earthquakes, wind forces or the like inside or outside a structure, and the shear deformation type elasto-plastic damper being shear-deformed and yielded mainly by receiving the shear force.;SOLUTION: A lateral slit 4 continuous to an end of a body 1A and parallel to a shear force action direction (X direction) of a plastic deformation part 2 is formed outside the shear force action direction (X direction). A longitudinal slit 5 continuous from an end of the lateral slit 4, close to the plastic deformation part 2 is formed extended to at least either joined part 3 side.
