PROBLEM TO BE SOLVED: To provide a scale preventing agent and method for a circulating cooling water system in a steel manufacturing process which can solve a scale problem in the circulating cooling water system by preventing generation of scale containing manganese and zinc, generated in the circulating cooling water system in the steel manufacturing process, and dissolving manganese in a deposited scale component.;SOLUTION: The scale preventing agent prevents scale deposition of manganese and zinc in the circulating cooling water system in the steel manufacturing process, and contains phosphonic acids, such as 1-hydroxyethylidene-1,1-diphosphonic acid and 2-phosphonobutane-1,2,4-tricarboxylic acid the like, or their salt.
