PPROBLEM TO BE SOLVED: To provide a soil-covering structure for a final disposal site of a waste capable of permeating approximately 10-20% of rain water to the waste in order to decompose the waste, capable of discharging rain water intruded into the soil-covering structure other than rain water, and capable of suppressing thickness as compared with conventional. PSOLUTION: The soil-covering structure 1 for the final disposal site of the waste is provided with a base course layer 5 provided on an upper part of a waste layer 6, a water-discharging asphalt concrete layer 4 provided on an upper part of the base course layer 5, a water-permeable sheet 3 provided on an upper surface of the water-discharge asphalt concrete layer 4, and a soil-covering layer 2 provided on an upper part of the water-permeable sheet 3.
