PPROBLEM TO BE SOLVED: To provide an apparatus and method for dissolving a chemical, which are capable of preventing a failure that a large amount of the chemical falls at once to clog an inlet of a discharge pipe and smoothing chemical liquid preparation work. PSOLUTION: The chemical dissolving apparatus includes a bag body holding mechanism 3 for holding a chemical storage bag body 2, a dissolving tank, a solvent supply pipe 10 capable of supplying a solvent S into the chemical storage bag body 2, a discharge pipe 11 capable of discharging the chemical M and the solvent S from the inside of the chemical storage bag body 2 to the dissolving tank, a solvent pump, and a controller for controlling the drive of the solvent pump and the bag body holding mechanism 3. With a spout 22 of the chemical storage bag body 2, a downstream end of the solvent supply pipe 10 and an upstream end of the discharge pipe 11 communicate in a liquid-tight state. The bag body holding mechanism 3 includes a bag body holder 33 and a turning drive portion 41 capable of converting the chemical storage bag body 2 to an upward attitude and a downward attitude. The controller controls the drive of the solvent pump to supply the solvent S into the chemical storage bag body 2 in the upward attitude, and controls the drive of the turning drive portion 41 to convert the chemical storage bag body 2 to the downward attitude.
