PROBLEM TO BE SOLVED: To provide a heavy metal treatment agent with which a heavy metal is insolubilized at a normal temperature, in a neutral environment, and at a low cost.SOLUTION: A mixture of α-iron-iron oxide complex powder and iron oxide powder is used as a heavy metal treatment agent. For example, a mode in which iron oxide exists on particle surfaces of metallic iron powder and a mode in which iron oxide is uniformly distributed in the inside of particles are enumerated as the complex powder. Also the iron oxide powder is preferably a compound represented by chemical formula of FeO(1x1.5). Because in this invention, heavy metals, in particular hexavalent selenium and hexavalent chromium which have been difficult to insolubilize so far, are insolubilized so as to be equal to or lower than the definition of the environmental standard, water, soil, and so on contaminated with a heavy metal such as hexavalent selenium and hexavalent chromium are highly purified.
