PROBLEM TO BE SOLVED: To establish control algorithm for adequately regulating the voltage of the whole distribution system by utilizing power line carrier communication or the like without addition/new construction of hardware.SOLUTION: Power conditioners controlling interconnection point voltages of a distributed power source by controlling reactive power transmit respective interconnection point voltages to low-voltage distribution system monitoring and controlling devices. The low-voltage distribution system monitoring and controlling devices calculate primary voltage regulation request amount for each power transformer belonging to a low-voltage distribution system based on the interconnection point voltage so that the interconnection point voltage of each power conditioner can be maintained at a prescribed upper limit or lower and so that an operation power factor of each power conditioner can be maintained at a prescribed lower limit or higher. On the basis of the primary voltage regulation request amount, a high-voltage distribution system monitoring and controlling device transmits reactive power regulation request amount to each of the low-voltage distribution system monitoring and controlling devices to adequately allocate the reactive power regulation request amount to each power conditioner based on the given reactive power regulation request amount.
