PROBLEM TO BE SOLVED: To improve a technique for changing the poles of a generator, being rotated with an external force to generate electrical energy, so that power generation amount of the generator is stabilized.;SOLUTION: Electric resistance value of a load (e.g., an electric apparatus) which consumes electrical energy generated by a generator being rotated with an external force is detected (S103).
