PROBLEM TO BE SOLVED: To reduce a workload in topic creation and equalize topic quality.SOLUTION: A topic creation support device 1 executes: a step for extracting headline information constituting headlines from news article information storage means 2; a step for breaking the extracted headline information clause by clause to divide it into multiple clause elements; a step for weighting each of the divided clause elements, based on weighting determination data predetermined at least according to a property or utilization of word class; a step for extracting a heavily-weighted clause element from the weighted clause elements; and a step for outputting the extracted clause element to a display 3 as a topic candidate of text information when the extracted clause element has 13 characters or less.
