PPROBLEM TO BE SOLVED: To provide an intention analysis server, an intention analysis method, a program and an intention analysis system. PSOLUTION: An intention analysis server 340 includes: a behavior determination part 310 for identifying the intimacy of a behavior form performed for an recognition target while an access subject approaches the recognition target, and for generating behavior vectors by associating the duration with the behavior forms; a behavior normalization part 312 for normalizing the element values of the behavior vectors, and for normalizing behaviors for the recognition target; a behavior clustering part 314 for classifying the behavior vectors normalized by the behavior normalization part 312 into a plurality of clusters based on the most intimate access behavior of the access subject; a behavior ranking part 316 for ranking the element values of the behavior vectors based on the numerical ranges assigned to the clusters, and for generating a rough group with the ranked values as condition attributes and with the classification attributes of clusters as determination attributes; and a rule generation part 318 for generating the maximum likelihood rule, by performing contraction of the condition attributes of the rough group.
