PSOLUTION: The tops of a plurality of support members 5 made of bars bent substantially into U shapes or V shapes are connected together with a connecting member 6. A soil-blocking plate 7 having a number of openings is supported ON the mountain-side against the support members 5 across the connecting member 6 serving as the boundary between the mountain side and the valley-side. Flexible ground plates 8 are fixed to the valley-side lower ends of the support members 5, and are grounded ON the sloped ground surface.
