PROBLEM TO BE SOLVED: To provide an apparatus and method for controlling combustion of a gasification and melting furnace, configured to prevent generation of NOx and slag jam in the furnace only by adjusting primary air without significantly increasing cost.;SOLUTION: A furnace air ratio, which is an air ratio after primary air is supplied in a furnace 106, is determined on the basis of the amount of gasifying air to be supplied to a gasification furnace 102, the amount of primary air to be supplied to the furnace 106, the amount of secondary combustion air to be supplied to a secondary combustion chamber 110, and oxygen concentration in exhaust gas from the secondary combustion chamber 110. A higher value is set as a target value of the furnace air ratio as the temperature in the furnace 106 is lower, in a range from a first value suitable for preventing generation of NOx to a second value which is suitable for increasing the temperature in the furnace 106 and larger than the first value.
