PPROBLEM TO BE SOLVED: To provide a paint for forming a photocatalytic film having good durability and moderate hardness, and excellent in chemical resistance, and to provide a coated photocatalytic film formed using the paint, and also a layered product equipped with a base material and the coated film. PSOLUTION: The paint for forming a photocatalytic film includes a photocatalytic particle, a silane coupling agent having a photopolymerizable functional group, and a photopolymerization initiator, and formation of the photocatalytic film is performed by coating the paint on a surface of a base material, then by irradiating ultraviolet ray so as to polymerize the photopolymerizable functional group contained in the film, and to construct a crosslinking structure in the film.
