PPROBLEM TO BE SOLVED: To provide a technique for preventing inappropriate frame discard when increasing or decreasing a band limit value. PSOLUTION: The band control system includes: a band limit value increasing device 3 for increasing the band limit value in a reception side band controller 61 of a switch 6 and then increasing the band limit value in a transmission side band controller 52 of a switch 5 when increasing the band limit value in communication from a terminal T12 to a terminal T13; and a band limit value decreasing device 4 for decreasing the band limit value in a transmission side band controller 71 of a switch 7 and then decreasing the band limit value in a reception side band controller 51 of the switch 5 when decreasing the band limit value in communication from a terminal T14 to the terminal T12.
