A technique for efficiently processing 3D point cloud position data obtained from different viewpoints is provided. As an element characterizing the surface 401 included in a plurality of surfaces constituting the measurement object, the projection setting surface 500 having the same normal vector as the surface 401 is set in the measurement space, and other surfaces including the surface 401 are projected. Projected onto the setting plane 500. At this time, the distance between each surface and the projection setting surface 500 is calculated from the lattice points of the projection setting surface 500, and the matrix data is used as a distance image characterizing the surface 401. This distance image is created on another surface and also on the surface viewed from another viewpoint. Then, the distance images at the two viewpoints are compared, and the combination of the surfaces from which the set of distance images having the smallest difference is obtained is set as the corresponding surface at the two viewpoints.
