PPROBLEM TO BE SOLVED: To provide a system of detecting damage of a water barrier layer capable of definitely determining whether or not there is damage in a water barrier layer. PSOLUTION: A system of damage detection 1 for a water barrier layer detects whether or not there is damage in at least a single water barrier layer 2 provided between waste 15 reclaimed in a waste disposal plant 12 and an external area 16 in the plant 12 comprising a sensor 6 that detects at least either electric conductivity or hydrogen ion concentration disposed in at least any of spaces between the water barrier layers 2, 2 at least adjacent to the inside of the external area 16, the inside of the reclaimed waste 15 or a plurality of the water barrier layers 2, when they are provided, and a damage determining section 10 that determines whether or not there is damage in at least any of the layers 2 based on a detection signal of the sensor 6.
