PPROBLEM TO BE SOLVED: To easily and automatically set a threshold of reciprocating delay time RTT used when rise of bit rate of a stream to be distributed is determined, in a stream distribution device which distributes the stream to a receiving terminal via network. PSOLUTION: A control history storage part stores the reciprocating delay time RTT immediately before the rise in bit rate rise trial in the past as history information. A threshold setting part sets a threshold range of a threshold RTTth by RTT when distribution is possible at the bit rate after the rise and RTT when the distribution is impossible at the bit rate after the rise, based on the history information of the RTT stored in the control history storage part. Then, the threshold RTTth is approached from a lower limit value to an upper limit value of the threshold range with elapse of time. A distribution rate determination part raises the bit rate when the measured reciprocating delay time RTT (RTTm) is less than the threshold RTTth set by the threshold setting part.
